Foreign Office, December 22, 1906. ÖN the 1st November last Mr. Bland reported to British and Chinese Corporation that arrangements had been made by Chekiang Railway Bureau to proceed with the construction of the first section of the Railway in defiance of the rights granted to the Corporation. Mr. Bland telegraphed on the 15th December, that, "construction was proceeding," in reply to a specific enquiry.

Unless Mr. Bland is misinformed, the Chinese Government have given us cause for grave complaint in allowing the infringement by the Provincial authorities of the privileges conferred by the Soochow-Ningpo Preliminary Agreement upon the Corpora- tion.

The assurance (see Mr. Carnegie's telegram No. 145 of the 30th July last) that the arrangement to let the Soochow negotiations stand over in deference to the wishes expressed by the Chinese Government should in no way impair the rights of the Corporation further aggravates the case.
